UAE implements midday work ban to protect workers from heat stress

Dubai: The Ministry of Human Resources and Emiratisation (MoHRE) has announced the implementation of the Midday Work Ban for the 22nd consecutive year, aimed at protecting workers from heat stress during the summer. The policy will be in effect from 15 June to 15 September 2026 and prohibits outdoor work under direct sunlight between 12:30 pm and 3:00 pm. The continued enforcement of the policy reflects the UAE’s commitment to creating a safe and sustainable work environment, while upholding the highest standards of occupational health and safety. It also supports productivity and reinforces the country’s position as a leading global destination to live, work and invest. Strong compliance and partnership Dalal Al Shehhi, Assistant Undersecretary for Labour Protection, highlighted the importance of collaboration between the Ministry and the private sector, noting that compliance rates have exceeded 99 percent in recent years. She said this high level of commitment has been achieved through adherence to regulations and the introduction of initiatives supporting workers during the midday break. She also acknowledged the role of government entities, private sector partners and the wider community in ensuring the success of the policy. Al Shehhi added that the initiative has become a cornerstone of the occupational health and safety system and is widely recognised among employers as an essential practice to safeguard workers from risks associated with high temperatures. Exemptions for essential work The policy allows certain exemptions for activities that must continue for technical reasons or to serve the public interest. These include works such as asphalt laying and concrete pouring when delays are not feasible, as well as emergency repairs affecting essential services like water, electricity and traffic. Some activities may also be permitted with prior approval from relevant authorities due to their impact on public life. Cooling measures and worker support Companies are required to provide shaded rest areas, particularly during break periods or for exempted work activities. Employers must also ensure the availability of adequate cooling equipment, including fans, drinking water, and hydration supplements such as salts approved by local authorities. Additional requirements include providing first aid equipment and maintaining appropriate workplace facilities to protect workers’ health and safety. Monitoring and reporting The Ministry will monitor compliance through its advanced inspection system, combining digital tools with field visits. Awareness campaigns will also be conducted to promote understanding of the policy and its importance. Members of the public can report violations or unsafe practices through the Ministry’s call centre at 600590000, as well as via its official website and smart application.
