Lacson needs at least 11 senators to sign draft report on flood control fund probe

MANILA, Philippines — Sen. Panfilo Lacson said he would present to the plenary the draft Blue Ribbon Committee (BRC) report on the flood control fund investigation once he secures 11 signatures — amid the minority bloc's decision to ignore it. A senator's signature does not necessarily mean he or she agrees with the contents of the report. Some sign committee reports but with "reservations or amendments." Lacson, chairman of the Senate Blue Ribbon Committee, on Thursday said he sent the report to the minority bloc. The report recommended legal action against Senators Francis Escudero, Jinggoy Estrada, and Joel Villanueva for allegedly receiving "commissions" from flood control budget. Incidentally, they all belong to the minority bloc. "Once we secure at least 11 signatures, it will be submitted to the Bills and Index for proper disposition," the Senate president pro tempore said in a text message. Once it is transferred to the calendar for ordinary business, Lacson said he would report it out in the plenary and sponsor it on the floor "for debates, amendments." Sen. Robinhood Padilla, in a chance interview, said the minority bloc would not sign the 400-page BRC draft report because their group has its own report. The senator said he would abide by the instructions of Senate Minority Leader Alan Peter Cayetano not to support the report. "Of course, we, in the minority should be solid," Padilla said in Filipino.

31 business groups seek effective bill vs political dynasties, slam Sandro Marcos measure

MANILA, Philippines — Thirty-one business groups on Thursday called on lawmakers at the House of Representatives to pass a law that would effectively ban political dynasties. The groups said House Bill 6771 or the Anti-Political Dynasty Law fell short of the government's intent to end political dynasties in the country. "HB 6771 permits succession, switching, substitution, and rotation among relatives, enabling family members to occupy elective positions across levels of government and across election cycles, effectively preserving monopoly over political power. In reality, HB 6771 is a pro-dynasty measure," the groups said in a joint statement. They emphasized that political dynasties were “not merely a question of family participation in politics, they are an institutional problem,” adding that “public office is not a family inheritance—it is a public trust bestowed by the people and exercised for the common good. House Majority Leader Rep. Sandro Marcos is currently pushing for House Bill 6771, which he authored, together with Speaker Faustino Dy III. The groups said that an effective Anti-Political Dynasty Law must include clear and enforceable provisions that: -Prohibits relatives within the fourth civil degree of consanguinity or affinity from running or simultaneously or consecutively holding elective office, in order to uphold the "one local, one national" representation principle, to limit family dominance; - Explicitly prohibit substitution, rotation, and position-switching among prohibited relatives to circumvent term limits; - Establish a mandatory cooling-off period equal to one full electoral cycle for both term-limited officials and their relatives, preventing them from immediately seeking the same position in successive elections. "Should Congress continue to fail in passing a genuine Anti-Dynasty Law, we call on the public to exercise their constitutional right to enact legislation through a People’s Initiative. Thanks to the Philippine Identification System (RA 11055), this process can now be conducted digitally, using unique QR codes, biometrics, and specimen signatures to authenticate voter identity securely," the groups said. "Ultimately, the battle against political dynasties is a battle against corruption itself. For our nation to finally break free from the bondage of corruption, political dynasties should no longer thrive. Merit, not lineage, must determine who serves the Filipino people."
