MANILA, Philippines—Independent Commission for Infrastructure (ICI) Chair Andres Reyes met with Department of Justice (DOJ) officials on Monday to turn over documents and other materials it gathered during investigations into anomalous flood control projects. Reyes met with Justice Secretary Fredderick Vida, National Bureau of Investigation Director Melvin Matibag and Prosecutor General Richard Anthony Fadullon, among others. “The DOJ will study these documents to see if they point to any leads we could use in filing cases eventually,” DOJ spokesman Polo Martinez told reporters. On Friday, the ICI also turned over to the Ombudsman all documents and evidence for case build-up. Reyes had recommended that the ad hoc body wind down its operations by the end of March, citing recommendations and other findings completed by the panel. The ICI was created as a fact-finding body late last year to look into alleged irregularities in flood control projects, which drew scrutiny following claims of corruption involving billions of pesos in government funds. It has submitted its accomplishment report to President Ferdinand Marcos Jr., detailing the panel’s activities and achievements from Sept. 15, 2025 to Jan. 18, 2026. PNA The panel filed nine referrals before the Office of the Ombudsman, coordinated the referral of 66 individuals to the DOJ and contributed to the freezing of 6,692 bank accounts estimated at PHP24.7 billion.
