Marcos issues EO declaring National Energy Emergency

MANILA, Philippines — President Ferdinand Marcos Jr. on Tuesday issued Executive Order No. 110, declaring a national energy emergency and authorizing a unified package covering livelihoods, industry, food, and transport. The issuance was prompted by hostilities in the Middle East, which have disrupted supply chains, driven volatility, and placed upward pressure on international oil prices—posing a threat to the country’s energy security. “As a net importer of petroleum products, the Philippines remains highly dependent on external sources of fuel supply and is therefore vulnerable to disruptions in global oil production and transportation, which may affect the availability and timely delivery of petroleum products necessary to sustain domestic energy requirements,” the order read. “The declaration of a state of national energy emergency will enable the government, through the Department of Energy (DOE) and other concerned agencies, to implement responsive and coordinated measures under existing laws to address risks posed by disruptions in global energy supply and their impact on the domestic economy,” it added. To ensure the stability of domestic energy supply, the uninterrupted delivery of essential services, the continuity of economic activity, and the welfare of all citizens—particularly vulnerable sectors—and to mitigate the impact of the conflict in the Middle East, EO No. 110 establishes the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT). The UPLIFT framework is described as a “coordinated, whole-of-government response,” consisting of energy supply management measures to be implemented by the DOE and its attached agencies, alongside complementary measures to support consumers and affected sectors led by other government bodies. The UPLIFT Committee will be chaired by the President, with the Executive Secretary and the secretaries of the Departments of Energy; Transportation; Social Welfare and Development; Agriculture; Finance; Economy, Planning, and Development; and Budget and Management as members. Among the committee’s primary tasks are to monitor and ensure the orderly movement, supply, distribution, and availability of fuel, food, medicines, agricultural products, and other essential goods, as well as to maintain the continuous operation of public transportation, public services, public utilities, healthcare facilities, and other critical infrastructure. Executive Order No. 110 takes effect immediately.
