CEBU CITY, Philippines — The Cebu provincial government is finalizing a plan to grant ₱3,000 to ₱5,000 in fuel assistance to around 5,000 habal-habal drivers. This is to cushion the impact of rising fuel costs on the informal transport sector. Governor Pamela Baricuatro said on Wednesday the proposed subsidy will be distributed through a partnership with gasoline stations, allowing beneficiaries to directly access fuel support once the program is rolled out.
