GUINOBATAN, Albay — Agriculture Secretary Francisco Tiu Laurel Jr. said the government will strengthen aquaculture and build five mega hatcheries in the country to help achieve food security and allow overfished seas to recover. Laurel said the planned hatcheries will be established in the provinces of Camarines Sur, Sorsogon, Quezon, Zamboanga Sibugay, and Pangasinan. “The reality is our oceans are already depleted.
