MANILA, Philippines — Environmental groups are questioning the appointment of Juan Miguel Cuna as acting secretary of the Department of Environment and Natural Resources (DENR), citing his past involvement in the Canada trash shipment fiasco and urging greater accountability as he takes the agency’s top post. In a joint statement, five environmental and public interest organizations called for transparency and said Cuna’s record and the DENR’s policy direction under his watch should be closely scrutinized.
