MANILA, Philippines — Government transport agencies are set to craft formal guidelines for carpooling and company shuttle services as rising fuel prices continue to strain commuters in Metro Manila. Aside from the government’s free rides, recommending alternative modes of transport such as biking, and the implementation of the work-from-home scheme, one of the most common suggestions to ease the burden of the surge in pump prices is carpooling.
