MANILA, Philippines — The Marcos administration has secured over P83 billion in loans from the Japan International Cooperation Agency (JICA) to fund transportation projects in Metro Manila and Mindanao. These include the country’s first underground railway. According to the Department of Finance (DOF), 220 billion Japanese yen (around P82.5 billion) is earmarked for the Metro Manila Subway Project (MMSP).
