"Romanian President Nicusor Dan on Saturday said that authorities are looking into how four explosive-laden Ukrainian drones entered its largest port on the Black Sea while speaking to reporters in Constanta. "There was a speculation that these drones, all four of them, were tracking a vessel from Russia's phantom fleet that came to unload oil at Rompetrol. It is not a vessel from the phantom fleet," he stated. A reporter asked Dan if officials had information on how the drones got into the port, and if Ukraine said whether Russia had taken them over. "We don't have it," he replied. "An answer to this question, we will probably have within a period of seven to ten days from now, after gathering other types of information." On questions why Romania cannot retaliate when drones enter its territory, the president said international law considers any third country that fires into the territory of a state at war to be a 'co-belligerent.' "If two countries are at war and a third country fires into the war territory, it becomes a co-belligerent. That is why we are not firing towards Ukraine," he stated. He stressed that the 'responsible party' in this incident was Russia and that Ukraine was doing its best to defend itself. On Friday, a Ukrainian 'out of control' sea drone exploded in the country's Constanta port. Authorities said the drone self-destructed after the area was secured and evacuated, and no casualties were reported. This comes after a Russian Shahed-type drone struck an apartment building in Galati city last week, near the Ukrainian border."
