MANILA, Philippines—The prosecution panel of the International Criminal Court (ICC) has countered the appeal to reverse the ruling on former President Rodrigo Duterte’s ability to participate in his case, saying the defense merely “misunderstood” the rules on medical procedures for accused individuals. BAYOMBONG, Nueva Vizcaya — The charred remains of a 19-year-old college student who had been reported missing were found on Thursday, Feb. 12, in a grassy, remote lot in Purok 5-Dayog, Barangay Maddiangat, Quezon town in this province, police said.
