Sotto vows crackdown on corrupt barangay officials

MANILA, Philippines — Pasig City Mayor Vico Sotto has vowed to go after corrupt barangay officials, saying the city’s anti-corruption drive will now reach the grassroots level. Sotto, in a Facebook post on Oct. 13, said that while many barangay (village) officials remain honest, those who still succumb to old corrupt practices will be held accountable. His warning came on the heels of his seventh State of the City Address, where he said some barangay leaders still engage in questionable practices despite the city’s progress in governance reforms. “Now in 2025, we will also fight the old and corrupt practices in the Barangay Government,” he said. Administrative cases have been filed against several barangay officials, while criminal cases are being prepared, he said. In his address to the city, Sotto urged barangay officials to “put our house in order.” “Do not boast that you are close to a COA [Commission on Audit] commissioner. We will do what is right for the City of Pasig. Do you think I do not know what is happening?” he said. He urged officials to start reforms in their own local communities instead of blaming others. The mayor reminded local leaders that good governance is not limited to City Hall but depends on the integrity and cooperation of every official. “We have laid the foundations for good governance in Pasig City,” he said. “Now, the question is, how fast and how far can we go?”

MANILA, Philippines — The Bureau of Customs (BoC) said it has sought a dialogue with the American Chamber of Commerce of the Philippines (AmCham) and the US Embassy over a report by the US Department of State branding the BoC as among the most corrupt government agencies in the country. “The Bureau of Customs acknowledges the concerns raised by our international partners and responds with resolve, not resistance. We have provided information through the proper diplomatic channels to clarify our ongoing reforms and have requested a dialogue with the American Chamber of Commerce and the US Embassy to further strengthen cooperation," Customs Commissioner Ariel Nepomuceno said on Tuesday. Nepomuceno added that a formal response to the report, which identified bribery and corruption as barriers to investment in the Philippines, has been conveyed to the AmCham and the US Embassy through the Department of Foreign Affairs. He stressed that he initiated sweeping reforms to address systemic corruption in the bureau upon his appointment in July. These include the tightening of enforcement protocols, the suspension of the implementation of Letters of Authorities and Mission Orders to prevent arbitrary actions, the prohibition of conflicts of interest among personnel, and the strict enforcement of the Bureau’s “No-Take Policy.” "Under my leadership, the Bureau will be a firm, fair, and transparent institution—one that enforces the law without fear or favor, protects legitimate trade, and upholds the integrity of our nation’s borders and economy,” Nepomuceno said.
