MANILA, Philippines — A former Department of Public Works and Highways district engineer (DE) in Bulacan admitted that he and another colleague went to casinos from time to time. Henry Alcantara, former DE at the Bulacan District Engineering Office, was among those who attended the Senate hearing on questionable flood control projects on Sept. 1. Alcantara was relieved from his post and was succeeded by Brice Hernandez. Sen. JV Ejercito said that he received information that Alcantara went to work at 10 a.m. but left the office at 2 p.m. to go to the casino. "It must be verified considering that you are government officials. How were you able to enter the casino?" Ejercito asked Alcantara. Alcantara conceded that he failed to exercise due diligence in signing documents related to ghost projects. “There were projects that were paid without my knowledge… I admit there was negligence on my part,” he said. Ejercito questioned Alcantara’s lifestyle and that of his successors, Hernandez and JP Mendoza, citing reports of luxury watches, expensive cars, irregular office hours, and regular casino visits. “How can a district engineer afford that kind of lifestyle? We saw a luxury watch, a Patek Philippe. We have information that he drives a Ferrari,” he said. The senator also said that he received information that "with no fear" Hernandez could place a bet as much as P5 million. Alcantara denied knowledge about Hernandez's betting habits. MANILA, Philippines — Sara Discaya admitted owning 28 luxury vehicles with a combined value close to P200 million when grilled by senators on Monday, Sept. 1. Her family’s car collection include a Rolls Royce Cullinan worth P42 million, Mercedes Benz Maybach (P22 million), Bentley Bentayga (P20 million), Mercedes Benz-AMG Wagon G63 (20 million), two units of Cadillac Escalade (worth P11 million each), two units of GMC Yukon Denali (P11 million each), Range Rover Autobiography (P16 million), Range Rover Defender (P7 million), Range Rover Evoque (P5 million), and Chevrolet Suburban (P3 million). She said these vehicles were purchased through luxury car importers Frebel Enterprises and Autoart Luxury Cars. Senators on Monday intensified their scrutiny of contractor Discaya’s ownership of luxury vehicles, pressing her to explain how she acquired at least 28 high-end cars while cornering hundreds of government flood control contracts. At the Senate Blue Ribbon Committee hearing on anomalous flood control projects, Senate President Pro Tempore Jinggoy Estrada grilled Discaya on her car fleet. MANILA, Philippines — The nine construction companies owned by Sarah Discaya competed against each other in public biddings, giving them more advantage in winning public works projects. Senate President Pro Tempore Jinggoy Estrada was able to extract this fact from Discaya on Monday during the resumption of the Senate Blue Ribbon Committee on questionable flood control projects. The senator said this gave credence to allegations of collusion and irregularities in the awarding of Department of Public Works and Highways (DPWH) flood control projects. Discaya initially denied the alleged rigging of project bids, but eventually admitted that some of her companies did participate in the same bidding process after Estrada threatened to secure records from DPWH to validate the mock biddings. “So sometimes these nine compete with each other [during the bidding of DPWH contracts]," Estrada asked Discaya to which Sarah answered in the affirmative. “That is not a legitimate bidding. Because those nine [firms] bidding for the same contract are owned by one person," Estrada said in Filipino and English. Aside from Alpha and Omega General Contractor and Development Corp., Discaya and her husband own St. Timothy Construction Corp, St. Gerrard Construction and Development Corp., St. Matthew General Contractor and Development Corp., Elite General Contractor and Development Corp., Amethyst Horizon Builders and General Contractor and Development Corp., YPR General Contractor and Construction Supply Inc., Great Pacific Builders and General Contractor Inc., and Way Maker One Person Corp. The Alpha and Omega General Contractor and Development Corp. and St. Timothy Construction Corp. are among the top 15 contractors identified by President Ferdinand Marcos Jr. as having cornered the most flood control projects. According to the citizen portal www.sumbongsapangulo.ph, which lists all supposedly completed flood control projects in the country, the nine Discaya-owned construction firms were awarded more than 400 government contracts amounting to around ₱30 billion from 2022 up to the present.
