MANILA, Philippines — Leyte First District Rep. Martin Romualdez has vowed to cooperate with the Independent Commission for Infrastructure (ICI) to help uncover the truth behind the budget process, stressing that he has nothing to hide. “I am here to cooperate fully and help uncover the truth. Wala akong itinatago at walang dapat itago (I am hiding nothing and I have nothing to hide),” Romualdez said as he arrived at the ICI office in Taguig City. He stressed that he was not part of the bicameral conference committee that finalized the national budget. "While I was not part of the bicameral conference committee, whatever I know, I will share. My purpose is to clarify the issues and share whatever information I can that may help the Commission in its work,” the lawmaker said. Romualdez has been tagged, alongside Ako Bicol Party-list Rep. Elizaldy Co, as among lawmakers who received kickbacks from anomalous flood control deals.

Groups cry whitewash as Romualdez testifies before ICI

(UPDATE) THE Palace on Tuesday said the suitability of former speaker Martin Romualdez to become a state witness in the widening scandal over flood control kickbacks would depend on his testimony before the Independent Commission for Infrastructure (ICI), which itself has come under attack for lack of transparency. “It depends on his narrative and what he can present [to the ICI],” Presidential Communications Office (PCO) Undersecretary Claire Castro said in Filipino, in response to a question in a press briefing. “It would also depend on the Department of Justice if he would be considered a state witness and this will be recommended to the court. So, it will really depend on everything that has been happening. We cannot yet say whether he can be a state witness or not,” she added. The former House leader on the same day faced the ICI to address allegations that he is one of the major players in the alleged massive corruption tied to anomalous flood control projects. Romualdez again denied those allegations on Tuesday and vowed his full cooperation with the ICI investigation. He said he would divulge everything he knows to help uncover irregularities in flood mitigation initiatives nationwide. One of the requisites to be considered a state witness is that the person must be the least guilty among conspirators, meaning they were not the mastermind or the one who profited the most from the crime. Romualdez is one of several lawmakers from the House of Representatives and the Senate being implicated in the corruption scandal involving kickbacks from flood control contracts. President Ferdinand Marcos Jr. earlier said that no one will be spared in the ICI’s investigation, even if it would hit his political allies or his relatives like Romualdez who is his cousin. Group decries whitewash But the anti-corruption group Artikulo Onse accused the administration of covering up the multibillion-peso flood control corruption scandal, saying the ICI was shielding top officials from prosecution. The group said both the House and Senate investigations have failed to hold any public officials or their alleged accomplices accountable two-and-a-half months after the exposé. The House has terminated its probe in deference to the ICI, while the Senate Blue Ribbon Committee is expected to wrap up its hearings soon. Artikulo Onse said the ICI has “looked the other way” despite what it called “overwhelming evidence” against corrupt government officials, branding the move a “whitewash.” “This effectively shields the Marcos administration from culpability and liability,” the group said in a statement. The coalition also said President Marcos “underestimated the impact of his own exposé,” asserting that corruption runs deep across political factions. “The buck does not stop with the Dutertes, former speaker Romualdez, former Senate president [Francis] Escudero, or the corrupt officials of the DPWH (Department of Public Works and Highways),” it said. Artikulo Onse called for the rejection of the ICI and the creation of a People’s Tribunal, composed of members “appointed and trusted by the people” to conduct a public and impartial trial. It said both the Marcoses and Dutertes were “culpable” for what it described as a “plunderous system” fueled by political dynasties and traditional politicians. The group urged the public and civil society movements “not to be swayed” by the narratives of either faction, adding that both camps have “abused the powers entrusted to them by the people.” ‘Joke of the century’ Davao City Rep. Paolo Duterte, meanwhile, slammed the possible move of Romualdez to become a state witness as “a joke.” “Congressman Martin Romualdez is going to be a state witness? What a joke of the century. How will this work? Will you sacrifice the president, your own nephew, and your allies? Or will you just make up a story to shift the attention away from you and save your own skin? It sounds like a comedy TV series,” Duterte said. He also said that Romualdez becoming a state witness is like a “crocodile testifying against other crocodiles after feasting on the river.” “If the Department of Justice allows this, it’s clear that the problem isn’t just the floods, but the government’s conscience is also sinking,” Duterte said. He also noted that the administration has not yet lifted a finger to catch former Ako Bicol Party-list representative Elizaldy Co, who should be held accountable for the fiasco. There also has been no move to cancel his passport. “Do they really think the Filipino people are this stupid? Aren’t they ashamed in front of our neighbors abroad? The ship is sinking fast, and the culprits can’t be made to answer because they’re in power... something must be done quickly, or else there’ll be nothing left for future generations,” Duterte said. Romualdez at ICI Romualdez on Tuesday denied receiving kickbacks from anomalous flood control projects, as the ICI continued its investigation into the multibillion-peso scheme. ICI executive director Brian Keith Hosaka said Romualdez attended the commission’s closed-door hearing and “categorically denied” involvement in any kickback operation. The lawmaker, he added, provided substantial information to clarify his role in the national budget process. “Representative Romualdez rejected the accusations and explained details on how the budget insertions were made,” Hosaka said, noting that Romualdez also submitted a sworn affidavit and expressed willingness to return for further questioning. Hosaka said the former speaker identified several lawmakers allegedly involved in crafting portions of the national budget linked to questionable flood control projects. These legislators will be summoned by the ICI for succeeding hearings. Romualdez, who was among those subpoenaed by the commission alongside Co and Sen. Mark Villar, appeared personally and declared that he had “nothing to hide.” “I am here to cooperate fully and help uncover the truth. I am not hiding anything and have nothing to hide,” Romualdez said in a statement after the hearing. Speaking to reporters, he said he welcomed the opportunity to explain his side. “I’m very glad that I was invited to the ICI to share my personal knowledge on the budget process and, of course, any information on the insertions — that was the basis of my invitation,” he said. Romualdez emphasized that his attendance demonstrated transparency, asserting that “this is about facts and evidence, not political noise or speculation.” He added that the commissioners were able to ask him many questions, which he answered in detail. The lawmaker also offered to make public his statement of assets, liabilities and net worth (SALN) to prove he has not benefited from any illicit transactions. Meanwhile, Co skipped Tuesday’s hearing despite being subpoenaed by the ICI. Hosaka said the commission would move to cite Co in contempt for his absence. Should the petition be granted by the court, a warrant of arrest could be issued. Co, who has been accused of accepting kickbacks from government infrastructure contracts, resigned from the House of Representatives last month, citing “real, direct, grave, and imminent threats” to his life and that of his family. He claimed an “evident denial” of due process in the ongoing investigations and has since remained abroad. Hosaka said the ICI is “carefully studying its next steps” against Co, who was expected to testify about his personal knowledge of appropriations and flood control project insertions during his tenure as House appropriations chair. “Only Congressman Romualdez appeared at today’s hearing,” Hosaka confirmed. As the investigation widens, the ICI said it will continue to summon legislators and officials believed to have direct or indirect links to the controversial projects. “The commission will follow the trail of evidence wherever it leads,” Hosaka said. “No one is above accountability.” ICI ‘losing credibility fast’ Organized labor, meanwhile, called on President Marcos to immediately convene a multisectoral dialogue to strengthen processes and interventions in the ICI’s ongoing probe to help restore the people’s faith in government. The Trade Union Congress of the Philippines (TUCP) said on Tuesday that the dialogue should bring together all sectors to include religious leaders, labor, employer groups, faith communities, peoples coalitions, chambers of commerce and civil society to address public skepticism over what is seen as legal obtuseness, procedural foot-dragging, and perceived political selectivity in addressing corruption concerns. “Mr. President, all [concerned] sectors are not only angry and disgusted but also very worried where this apparently slow and close-door investigation [of the ICC] against corruption is leading. With heightened public suspicion still escalating, there is a great nationwide concern that our people’s faith in our institutions, which have already been badly eroded by the Senate and House hearings, may further be undermined,” said TUCP vice president Luis Corral. “This may create a far more volatile situation, given stubborn observations and reasonable questions regarding the opaqueness of the processes of the Independent Commission on Infrastructure, the indefinite suspension of the widely-viewed and followed Senate Blue Ribbon Committee investigations, and continuing uncertainty surrounding the first major acts of the newly appointed ombudsman,” he said. Earlier, retired senior Supreme Court justice Antonio Carpio also called on the president to make public the ICI ongoing investigation on anomalous flood control projects to restore the public’s waning trust in the commission. The ICI investigation, Carpio pointed out, is imbued with public interests, thus should be opened to the public, particularly to the media to avoid suspicion. Carpio pointed out that the ICI was created through an executive order and the president has all the authority “to order that [the hearing be opened to the public] because ICI is losing its credibility very fast.” Appeal for calm Malacañang on Tuesday appealed to the public to remain calm as the ICI conducts its probe. Castro issued the statement in reaction to a recent Pulse Asia survey showing that most Filipinos are critical and growing impatient with how the government is addressing inflation and the supposed massive corruption. A separate poll by OCTA Research, on the other hand, showed that many Filipinos are feeling the “outrage” over corruption and want erring contractors and politicians to be held accountable for the scandal. But Castro, a lawyer, said cases without strong evidence usually crumble due to technicalities. “Just calm down. It doesn’t happen immediately,” Castro said in Filipino in a press conference. “What is more unacceptable? Many cases filed but later on dismissed because of insufficient and weak evidence? Let’s let the ICI develop their investigation and complete the needed documents. Their promise is that week four they will be able to file cases or recommend the filing of cases.” “Let’s just let them collect documents and evidence so that the cases to be filed are stronger.
