
Magalong to ICI: Summon ex-lawmaker over MAIP allocation
MANILA, Philippines — Baguio City Mayor Benjamin Magalong has urged the Independent Commission on Infrastructure (ICI) to summon former Marikina City 2nd District representative Stella Quimbo to explain her alleged involvement in the allocation of P300 million under the Department of Health’s (DOH) Medical Assistance for Indigents Program (MAIP). Magalong, in a recent interview, said he was “surprised” to learn from a document that Quimbo had allegedly received a disproportionately large MAIP allocation, raising questions about the fairness of fund distribution. “One of those who should be invited is former congresswoman Stella Quimbo. I was surprised when I saw a document from the DOH showing MAIP funds. Aren’t those supposed to be distributed equitably? But surprisingly, she received P300 million allocated to her. That’s how powerful they are,” he said. Magalong confirmed having seen the document but noted that it could be “subject for validation.” Still, he maintained that the alleged allocation appeared inconsistent with the principle of equitable distribution of medical assistance funds. “What we should be talking about here is fairness, but that allocation was not fair,” he added. Navotas Rep. Toby Tiangco earlier identified Quimbo as part of the “small committee” that introduced several amendments and insertions in the 2025 national budget. Records also indicate that Quimbo’s office implemented four infrastructure projects in her district through firms owned by controversial contractors Curlee and Sarah Discaya, who are now under ICI investigation for alleged anomalies in government-funded projects. The ICI is currently investigating irregularities in flood control projects under the Department of Public Works and Highways. Several lawmakers, contractors, and public officials have already been summoned to testify in the inquiry. Quimbo has yet to issue a statement regarding the issue. Quimbo served as Marikina’s 2nd District representative from 2019 to 2025 and lost her mayoral bid in the 2025 elections.
