MANILA, Philippines — Making former Speaker Martin Romualdez as state witness in the investigation of anomalous flood control projects would depend on his testimony before the Independent Commission for Infrastructure (ICI), Malacañang said on Tuesday. “It depends on his narrative and what he can present (to the ICI),” Presidential Communications Office (PCO) Undersecretary Claire Castro said in Filipino in a press briefing. “It would also depend on the Department of Justice if he would be considered a state witness and this will be recommended to the court.
