Wizara ya Elimu imechelewesha utoaji wa mgao wa fedha kwa shule kote nchini ili kufanya uhakiki wa takwimu na kuondoa shule hewa zilizoibuliwa katika ripoti ya Mkaguzi Mkuu kuwa zimekuwa zikipokea fedha kinyume cha sheria. Waziri wa Elimu, Bw Julius Ogamba, alisema jana kuwa fedha hizo tayari zimepokelewa kutoka Hazina ya Kitaifa, lakini maafisa wa wizara hiyo wanathibitisha takwimu kabla ya kuzituma kwenye akaunti za shule. Aliongeza kuwa waliohusika kusajili shule hewa watachukuliwa hatua kali za kisheria. "Fedha zimekuja. Kuna kikosi kinachoshughulikia utoaji wake. Safari hii tunafanya kwa uangalifu zaidi. Tunathibitisha idadi ya wanafunzi na shule. Kuna kikosi kinachokagua ripoti ya Mkaguzi Mkuu na kisha tutashirikiana na Idara ya Upelelezi wa Jinai (DCI) kufika mashinani. Tumewapa fomu za kuthibitisha ili kupunguza makosa," alisema Bw Ogamba. Alisema kufikia Ijumaa jioni, wizara itakuwa katika nafasi ya kutangaza lini fedha hizo zitatumwa. “Tunatuma fedha benki, si shuleni. Wale wanaoendesha akaunti hizo za benki watachukuliwa hatua na kushtakiwa,” aliongeza. Fedha zilizotolewa ni jumla ya Sh17.1 bilioni kwa elimu ya msingi bila malipo, shule za sekondari msingi, na elimu ya sekondari ya bila malipo katika shule za kutwa (FDSE). Shule zilifunguliwa wiki hii, huku ripoti zikionyesha baadhi ya shule zimeanza kuwarudisha wanafunzi nyumbani kwa kushindwa kulipa karo. Waziri huyo pia alisema kuwa Sh5.9 bilioni zimetengwa kwa maandalizi ya mitihani ya kitaifa, huku Sh9.1 bilioni zikitolewa kwa Bodi ya Mikopo ya Elimu ya Juu (HELB). Wakuu wa shule walihojiwa na T aifa Leo walieleza kutamaushwa na kucheleweshwa kwa fedha hizo, wakisema hali hiyo imewaweka pabaya kifedha. “Hatujapokea hata shilingi moja, ilhali tunatarajiwa kuendesha shule. Wauzaji wa bidhaa wanatusukuma na mpango wa chakula mashuleni uko karibu kufungwa,” alisema mkuu wa shule mmoja kutoka Kaunti ya Samburu. Mwingine kutoka Nairobi alisema: “Ni vigumu kusimamia shule bila fedha. Ikiwa hali hii itaendelea, tutalazimika kuwarudisha wanafunzi nyumbani – japo hatutaki – kwa kuwa shule nyingine tayari zimeanza kufanya hivyo.” Bw Ogamba alifichua kuwa katika miaka ya hivi karibuni, wakaguzi wamebaini visa vya wizi wa fedha kwa kusajili shule hewa na kuongeza idadi ya wanafunzi ili kupata mgao mkubwa wa fedha. Pia alieleza kuwa wizara inaendelea kuchunguza taarifa za benki zinazohusishwa na taasisi zilizosajiliwa kwa njia ya kutia shaka. Hatua hiyo imekuja baada ya ripoti kali ya Mkaguzi Mkuu kufichua uwepo wa shule hewa na wanafunzi wa kubuni kupora mabilioni ya fedha. Uchunguzi huo ulibaini kuwa shule nyingi ambazo zimefungwa au hazipo zimekuwa zikilipwa fedha, huku tofauti ya idadi ya wanafunzi kwenye Mfumo wa Kitaifa wa Usimamizi wa Taarifa za Elimu (NEMIS) zikiibua malipo ambayo hayakufaa kutolewa.
