Lacson: Blue Ribbon Committee report language 'softened' but substance not compromised

MANILA, Philippines — Sen. Panfilo Lacson said the language in the draft Blue Ribbon Committee (BRC) report on ghost flood control projects has been "softened" but did not affect its substance. The senator said the report still recommended legal action against Senators Francis Escudero, Jinggoy Estrada, and Joel Villanueva for allegedly receiving "commissions" from flood control budget. In the "older" version of the draft report, the BRC said the three senators have been recommended to be "charged" with plunder and violation of the anti-graft and corruption law. In the current version, the word "charged" has been replaced by "to undergo preliminary investigation." "In layman's [term], when you say 'charged,' it seems it is already [filed] in the court," the Senate president pro tempore said in Filipino and English. "So, we just specified that instead of using the word charged or to be charged [is] to undergo preliminary investigation or to undergo fact-finding investigation, to undergo case build up. Something like that," he said in a chance interview. "My bottomline is: I would not report out [something] that I don't believe in," Lacson added.
