QC human milk bank serves recipients from neighboring cities

QUEZON City Mayor Joy Belmonte on Tuesday said that the majority of the beneficiaries of the Quezon City Human Milk Bank (QCHMB) in 2025 came from neighboring localities, including Bulacan. Belmonte said the trend was a testament to both the city’s strong maternal support systems and its commitment to regional solidarity in newborn care. “We gladly extend our help to mothers and infants in need, even beyond Quezon City’s borders,” the mayor said. "This is how we believe public health should work — cities supporting not only their own residents, but the most vulnerable wherever they may be." QCHMB's 2025 data show that 56 percent of its pasteurized human milk supply was dispensed to non–city residents, while 44 percent went to QCitizens. This marks a significant shift, highlighting the city’s growing role as a referral and support hub for vulnerable infants across Metro Manila and nearby provinces, according to the local government. QC's milk bank provides pasteurized human milk to preterm and medically vulnerable infants whose mothers face lactation difficulties or medical challenges, it added. In total, QCHMB served 496 infant recipients in 2025, dispensing 738,670 milliliters of pasteurized human milk. Belmonte said that the comparatively lower number of city recipients reflects the availability and effectiveness of its nutrition services and lactation support programs, enabling many QC mothers to become self-sufficient in meeting their infants’ milk needs. Among the cities and provinces that most frequently avail of milk from QCHMB are Manila, Mandaluyong, Bulacan, Caloocan, Makati and Rizal. The expanded reach of the milk bank is made possible by the generosity of 3,315 eligible donors, who helped QCHMB collect 662,505 milliliters of human milk in 2025 through various collection methods. Milk donations are accepted at Quezon City General Hospital and Novaliches District Hospital through walk-in donations, milk-letting activities in health centers, and scheduled milk pick-ups. All collected milk undergoes strict pasteurization to ensure safety for infant consumption. The city’s Public Affairs and Information Services Department (PAISD) said that interested donors may undergo free screening for HIV (human immunodeficiency virus), Hepatitis B, and syphilis. Schedules of milk-letting activities are regularly posted on the official Facebook pages of QCHMB and the local government, the PAISD said.

MANILA City Mayor Isko Moreno on Tuesday led the groundbreaking ceremony marking the resumption of construction of the 10-story building of Ramon Magsaysay High School in Sampaloc, Manila, vowing to complete the project in 12 months. Moreno said the city government would ensure that the school facility is finished on time to help address overcrowding and improve the student-teacher ratio in Manila’s public schools. “When we try to cure and address the universally accepted student-teacher ratio in a classroom, we don’t address it for today; we must address it 10 years from now,” he said. He acknowledged the years of delay, which left parents, teachers and students uncertain about the project’s completion. Moreno also assured parents that students would no longer be exposed to construction hazards or disorder once the building is completed. “I assure you next year, at the same time, we will inaugurate Magasaysay High School,” he said. Once completed, the building will feature 209 fully air-conditioned classrooms, an auditorium, a gymnasium, 4 science laboratories, a library, and an e-library, among other facilities. PRESIDENT Ferdinand Marcos Jr. pushed for a "balanced" measure on fighting fake news and digital disinformation, while protecting the people's freedom of speech, Malacañang said Tuesday. Palace Press Officer Claire Castro said the president urged lawmakers to include the proposed Anti-Fake News and Digital Disinformation Act among the priority measures targeted to be passed this June during a Legislative-Executive Development Advisory Council (Ledac) meeting. "The president wants a balanced version of this bill. That’s what we heard from him: it must be balanced so it won’t affect freedom of expression," Castro said in a press briefing. "There is a need to clearly define what constitutes fake news and disinformation," she added. Castro said Marcos’ priority to address the spread of fake news would be pursued with full respect for constitutional rights and civil liberties. "The president will not allow any form of freedom of expression or freedom of speech of our fellow citizens to be trampled upon," she said. Speaker Faustino “Bojie” Dy III pushed for the inclusion of an anti-disinformation measure during the Ledac meeting, warning that the unchecked spread of digital falsehoods posed a serious threat to democratic institutions, national security, and the well-being of Filipino youth. “At this juncture, we believe it is necessary to highlight the importance of passing a law against fake news and digital disinformation. Fake news or digital disinformation is serious threat to democracy,” Dy said in a statement. He stressed the urgency of adopting a dedicated legal framework to confront what he described as an “organized and increasingly dangerous phenomenon,” warning that fake news is deliberately weaponized to erode public trust, manipulate electoral outcomes, and undermine national security. The speaker expressed the House of Representatives’ support for House Bill 2697, authored by House Majority Leader Ferdinand Alexander “Sandro” Marcos. The bill seeks to establish a comprehensive legal framework to combat fake news and digital disinformation while upholding constitutional guarantees on free expression.
