TACLOBAN CITY, LEYTE, Philippines — Super Typhoon Uwan unleashed its fury across Eastern Visayas on Sunday, November 9, displacing 18,959 families or 63,826 individuals, according to a progress report released by the Police Regional Office (PRO-8). Local government units across the region carried out preemptive evacuations, moving residents to designated evacuation centers in an effort to prevent casualties as the typhoon battered the region with powerful winds and torrential rains. MANILA, Philippines — Eight provinces were placed under Signal No. 5 as Super Typhoon Uwan pounds Luzon. Under the highest signal are Nueva Ecija (northeastern portion), the southern portion of Quirino, the southeastern portion of Nueva Vizcaya, the central portion of Aurora, Polillo Islands, the northern portion of Camarines Norte, the northern and eastern portions of Camarines Sur, and the northern portion of Catanduanes, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 2 p.m. bulletin Under Signal No. 4 are the southern portion of Isabela, the rest of Quirino, the rest of Nueva Vizcaya, the southern portion of Ifugao, Benguet, the southern portion of Ilocos Sur, La Union, Pangasinan, the rest of Aurora, the rest of Nueva Ecija, the northernmost portion of Zambales, the northeastern portion of Tarlac, the easternmost portion of Pampanga, the eastern portion of Bulacan, the northern portion of Rizal, the northern and eastern portions of Quezon, the rest of Camarines Norte, the rest of Camarines Sur, the northeastern portion of Albay, and the rest of Catanduanes The weather bureau raised Signal No. 3 over Metro Manila, the southern portion of mainland Cagayan, the rest of Isabela, the central and southern portions of Apayao, Abra, Kalinga, Mountain Province, the rest of Ifugao, the southern portion of Ilocos Norte, the rest of Ilocos Sur, the rest of Zambales, Bataan, the rest of Tarlac, the rest of Pampanga, the rest of Bulacan, Cavite, Batangas, the rest of Rizal, Laguna, the rest of Quezon, Marinduque, the rest of Albay, Sorsogon, Ticao and Burias Islands and Northern Samar in the Visayas. Signal No. 2 was hoisted over the rest of Cagayan including Babuyan Islands, the rest of Apayao, the rest of Ilocos Norte, Occidental Mindoro including Lubang Islands, Oriental Mindoro, Romblon, and the rest of Masbate. It was also raised over Eastern Samar, Samar, Biliran, and the northern and central portions of Leyte, according to Pagasa’s latest bulletin. Signal No. 1, meanwhile, was up over Batanes and the northern portion of Palawan including Calamian, Cuyo, and Cagayancillo Islands in Luzon and over the rest of Leyte, Southern Leyte, Bohol, Cebu including Bantayan and Camotes Islands, Negros Oriental, Negros Occidental, Siquijor, Guimaras, Iloilo, Capiz, Aklan, and Antique in the Visayas. The same storm signal was raised over Dinagat Islands, Surigao del Norte, the northern portion of Agusan del Norte, and the northern portion of Surigao del Sur in Mindanao, Pagasa said. Moving west-northwestward at 30 kilometers per hour (kph) with maximum sustained winds of 185 kph and gustiness of up to 230 kph, the super typhoon was estimated some 100 kilometers northeast of Daet, Camarines Sur. Pagasa chief Nathaniel Servando said heavy rainfall, severe winds, and storm surge may be experienced far from the landfall point or center track, and even in areas outside the forecast confidence cone. “We don’t focus on the center track as it may still shift within the limit of the forecast confidence cone,” he told The Manila Times. The super typhoon was seen to pass close to Calaguas and Polillo Islands this evening before making landfall over the central portion of Aurora tonight or early Monday morning. After landfall, Servando said “Uwan” will traverse the mountainous terrain of Northern Luzon and emerge over Lingayen Gulf or the coastal waters of Pangasinan or La Union Monday morning.
