MANILA, Philippines — Amid the onslaught of Super Typhoon Uwan, 6,607 individuals, including passengers, crew and cargo staff, were stranded across 86 ports nationwide on Monday morning, the Philippine Coast Guard (PCG) reported. With wind signals as high as Signal no. 5 up, authorities have suspended sea travel in all areas affected by Uwan. From 12 a.m. to 4 a.m. on Monday, the PCG also recorded a total of 3,161 rolling cargoes, 83 vessels, and 22 motorbancas stranded, while 408 vessels, and 304 motorbancas are taking shelter. MANILA, Philippines — Power outages were reported Sunday in parts of Bicol and Eastern Visayas as Super Typhoon Uwan (international name Fung-wong) approaches the landmass of Luzon. In a video statement sent to reporters, Office of Civil Defense (OCD) deputy administrator for administration Assistant Secretary Bernardo Rafaelito Alejandro IV said Uwan's strong winds and rains are already felt in these two regions. "Typhoon Uwan is now starting to affect Region 8 and the Bicol Region. It's near those areas and its rains and winds are already felt there," he said. Alejandro said based on initial reports coming from their regional offices, Tacloban City, along with the towns of Palo, Bato, Babatngon, all in Leyte, reported losing power as of 4 a.m., with some parts of Northern Samar also reporting power outages. Power outages were also reported in the Catanduanes area, the OCD official added. "Power outages are now being reported in various areas in the Bicol Region," Alejandro said. There were no reports yet of floods and landslides as of Sunday morning. Meanwhile, families preemptively evacuated in Albay were placed at about 50,000 as of 3 a.m. Sunday. Alejandro reminded all local government units in the path of ‘Uwan’, particularly in Southern, Central and Northern Luzon, to take the necessary preemptive measures.

MANILA — Uwan (international name Fung-wong) has intensified into a super typhoon, threatening to unleash catastrophic winds and flooding as it barrels toward Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services (Pagasa) said on Sunday. At 7 a.m., Uwan was spotted 125 kilometers (km) east-northeast of Virac, Catanduanes, with maximum sustained winds of 185 kph and gusts of up to 230 kph. It is moving west-northwest at 25 kph, on track to make landfall over Aurora province by tonight or early Monday. The weather bureau warned that the cyclone could bring violent winds, torrential rain, and storm surges up to three meters high. A direct hit on Catanduanes remains possible if the cyclone shifts slightly westward, Pagasa said. Signal No. 5 was raised over Polillo Islands; northern Camarines Norte (Daet, Talisay, Paracale, Vinzons, Jose Panganiban, Mercedes, Basud); eastern Camarines Sur (Siruma, Caramoan, Garchitorena, Tinambac, Lagonoy); and Catanduanes. Signal No. 4 was hoisted over Eastern Quezon (Tagkawayan, Calauag, Guinayangan, Perez, Alabat, Quezon); the rest of Camarines Norte and Camarines Sur; and eastern Albay (Rapu-Rapu, Bacacay, Tabaco City, Malilipot, Malinao, Tiwi, Polangui). Signal No. 3 was raised over Southern Cagayan, Isabela, Quirino, Nueva Vizcaya, Apayao, Kalinga, Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, Pampanga, Nueva Ecija, Bulacan, Aurora, Metro Manila, Cavite, Batangas, Rizal, Laguna, Quezon, Marinduque, Albay, Sorsogon, Ticao and Burias Islands; parts of Northern and Eastern Samar and Samar provinces. Under Signal No. 2 are the rest of Cagayan including Babuyan Islands, Ilocos Norte, Occidental and Oriental Mindoro including Lubang Islands, Romblon, Masbate; the rest of Samar and Biliran; northern and central Leyte including Tacloban and Ormoc. Under Signal No. 1 are Batanes, Calamian and Cuyo Islands, the rest of Leyte, Southern Leyte, Bohol, northern and central Cebu (including Bantayan and Camotes), Negros Occidental and Negros Oriental (north), Guimaras, Iloilo, Capiz, Aklan, Antique, Dinagat Islands, Surigao del Norte, and parts of Agusan del Norte and Surigao del Sur. President Ferdinand Marcos Jr. earlier said all government agencies are on full alert, with preemptive evacuations underway and toll fees suspended for emergency convoys. Rescue assets, lifeboats and relief goods have been deployed to high-risk areas across Bicol and Central Luzon, while the Department of Social Welfare and Development and the Philippine Coast Guard stand by for rapid response. Pagasa said Uwan could remain a super typhoon through landfall before slightly weakening as it crosses Luzon’s mountain ranges.
