KOTA KINABALU : A child witness testified that teachers at Sekolah Menengah Kebangsaan Agama Tun Datu Mustapha, Papar did not authorise senior students to be rude to junior students. Lawyer Joan Goh, representing a teenager involved in the bullying case, shared the 13th child witness’s testimony from the 22nd day of Zara Qairina Mahathir’s inquest. The witness, a senior student and Circle-19 group member, stated that teachers were unaware of their rude behaviour toward other students. According to the witness, they were merely following previous senior students’ practices because they had been treated similarly as juniors. “The witness said that she and other senior friends were never given permission by the teacher to reprimand, scold and judge students who did wrong,“ Goh told reporters after proceedings. The witness also testified they did not inform teachers about a dormitory theft case or that Zara Qairina was suspected of involvement. Recounting the July 15 incident, the witness said she questioned Zara Qairina about the theft after being asked by another witness to resolve the issue. About 15 to 20 minutes later, Zara Qairina remained silent, prompting the witness to return to her room feeling unable to help. The witness stated she saw Zara Qairina enter her room and did not see her again until approximately 3 am on July 16. She was awakened by a friend who reported someone had fallen below the dormitory. “The witness said she looked from the third floor and saw Zara Qairina lying on her back and unconscious,“ Goh explained. The witness claimed she did not know what happened and only learned in the morning that Zara Qairina was believed to have fallen from an upper floor. Meanwhile, lawyer Mohd Syahrulnizam Mohd Salleh, representing Zara Qairina’s mother, shared the 12th child witness’s testimony. This witness revealed she had been roughed up by a senior student multiple times as a junior student, including being subjected to abusive language. “The witness said that she would be sad after being called out by a senior student when she was a junior student,“ Mohd Syahrulnizam said. The witness reported the rough treatment to teachers and wardens but could not recall whether the school took any action. Mohd Syahrulnizam said the witness explained that teachers knew the terms MA (Dormitory Meeting) and MB (Room Meeting). MA refers to mass meetings between senior and junior students, while MB involves dormitory residents sharing a room. “The witness said that when she was a junior student she also experienced MA,“ he stated. The witness was uncertain whether senior students conducted MA against other seniors but confirmed they typically conducted MA against juniors. Lawyer Azhier Farhan Arisin, representing four children in the bullying case, shared the same witness’s testimony regarding the July 15 incident. The witness revealed that senior students questioning Zara Qairina about the theft did not yell, act rudely, or use abusive language. The witness, also a senior student and Circle-19 member, said they asked questions in a normal tone despite being told a senior had yelled at Zara Qairina. Zara Qairina, 13, was confirmed dead at Queen Elizabeth Hospital, Kota Kinabalu on July 17 after being found unconscious in a drain near her school dormitory at 4 am on July 16. KUALA LUMPUR : Puchong MP Yeo Bee Yin has proposed a moratorium on all medical insurance premium increases starting from the end of 2026. She suggested the freeze should begin after the current 10% ceiling on premium adjustments expires. The moratorium would remain until full implementation of the Diagnosis-Related Group system across public and private healthcare sectors. “This move is expected to encourage insurance companies and private hospitals to invest their time and resources in assisting the government to fully implement the DRG system,“ she said during the Budget 2026 debate in Parliament. Yeo warned that without controlling private healthcare inflation, more patients would shift from private to public healthcare. She added this measure would pressure insurance companies to manage claims and blacklist parties imposing excessive charges. Yeo also proposed expanding the Corporate Green Power Programme to include existing electricity consumers rather than limiting it to new demand only. “This policy would stimulate renewable energy growth and help multinational companies meet carbon targets,“ she said. Meanwhile, Setiawangsa MP Nik Nazmi Nik Ahmad urged the government to expedite approval of the National Climate Change Bill. He said the initial draft is complete and ready for tabling in Parliament. “The implementation of Carbon Tax, set to begin next year, requires the National Climate Change Bill,“ he stated. – Bernama

IPOH : The Perak government has urged farmers and livestock breeders affected by the Northeast Monsoon to report damage to their crops or livestock to relevant departments. State Rural Development, Plantation, Agriculture and Food Industry Committee chairman Datuk Zolkafly Harun said official reports would activate assistance through the Padi Crop Disaster Fund and Agricultural Disaster Fund. “Several districts at high risk of being affected include Perak Tengah, Hilir Perak, Manjung and Kuala Kangsar, as they often experience flooding and crop damage during the monsoon season,” he said. He urged all farmers and breeders to monitor their areas closely and report any damage immediately for quick distribution of TBTP or TBP assistance. Zolkafly made these remarks after officiating the Perak State Agriculture Department Extension Awards Day 2025 at Hotel Casuarina@Meru. PUTRAJAYA : The Ministry of Education is working closely with the Royal Malaysia Police to strengthen safety monitoring in all schools nationwide. Education director-general Dr Mohd Azam Ahmad said PDRM will implement additional security measures to ensure school areas remain safe for students. “The MOE views seriously the criminal incidents that occur between students in school areas, including the recent cases involving deaths and rapes,“ he said. “We do not view these cases as isolated ones. The MOE views these incidents as a strong blow to us to do more to strengthen the safety of students and their mental well-being.” He spoke at a special press conference following the death of a female student at a Selangor school earlier today. A Form 4 student was believed to have been stabbed to death by a male student at a secondary school in Petaling Jaya around 9.30 am. Inspector-General of Police Datuk Seri Khalid Ismail confirmed the victim died at the scene within the school compound. The suspect, a 14-year-old student from the same school, has been arrested according to police authorities. Petaling Jaya district police chief ACP Shamsudin Mamat said officers found two sharp weapons believed used in the stabbing incident. Teaching and learning activities will proceed as usual while the Final Test of the Academic Session will be coordinated by the school administration. “The PdP process at the school is running as usual, and the investigation conducted does not disrupt the teaching and learning process of students,“ Shamsudin stated. “The school will also readjust the UASA test schedule according to the current situation.” The ministry has left further investigation into the suspect’s background and weapon entry to police authorities. “I request that if there is anyone with information, please forward the information to the PDRM,“ Shamsudin added. – Bernama

Menteri Pelaburan, Perdagangan dan Industri Tengku Datuk Seri Zafrul Abdul Aziz menyatakan antara metrik prestasi yang dinilai adalah penciptaan pekerjaan berkemahiran tinggi serta perbelanjaan dalam penyelidikan dan pembangunan. Beliau menekankan kerangka baharu ini berbeza dengan pendekatan terdahulu yang menyalurkan insentif pada peringkat awal. “Kerajaan mahu melihat limpahan ekonomi melalui pembangunan perusahaan kecil dan sederhana tempatan sekiranya mereka dapat memenuhi metrik prestasi,” katanya dalam program Ruang Bicara Bernama TV. Tengku Zafrul mengumumkan Lembaga Pembangunan Pelaburan Malaysia akan melaksanakan kerangka ini sepenuhnya bagi sektor perkilangan pada awal suku pertama 2026. Pelaksanaan untuk sektor perkhidmatan dijadualkan bermula pada awal suku kedua tahun depan. Kerangka ini bertujuan mengimbangi usaha menarik aktiviti berpertumbuhan tinggi untuk menjana pekerjaan bernilai tinggi. Ia juga dirangka untuk merapatkan jurang ekonomi antara kawasan selaras dengan objektif Pelan Induk Perindustrian Baharu 2030. “Ini akan menjamin pelaburan berkualiti tinggi dan meningkatkan gaji pekerja dalam jangka panjang,” jelas beliau. Belanjawan 2026 telah mengumumkan komitmen kerajaan menawarkan insentif cukai melalui kerangka baharu ini. Perdana Menteri Datuk Seri Anwar Ibrahim sebelum ini menyatakan kerangka ini mengutamakan pelaburan yang menjana pekerjaan bernilai tinggi. Tengku Zafrul turut menekankan kepentingan eksport dalam strategi ekonomi negara. Perbadanan Pembangunan Perdagangan Luar Malaysia akan memberikan geran Pembangunan Pasaran bernilai RM60 juta. Dana ini bertujuan memudah cara perusahaan mikro, kecil dan sederhana mengeksport produk ciptaan Malaysia ke pasaran baharu. Pasaran sasaran baharu termasuk negara-negara di Afrika, Amerika Latin dan Asia Tengah. “PMKS berpeluang mempelbagaikan pasaran dan tidak bergantung sepenuhnya kepada pasaran tradisional,” ujarnya. EXIM Bank menyediakan pinjaman mudah RM500 juta untuk membantu syarikat terkesan ketegangan tarif perdagangan global. Dana ini bertujuan mengekalkan kelangsungan eksport perusahaan kecil dan sederhana. Kementerian Pelaburan, Perdagangan dan Industri akan memastikan pengeksport memanfaatkan 18 perjanjian perdagangan bebas sedia ada. “Kami menjangkakan lebih banyak perjanjian perdagangan bebas akan dimuktamadkan untuk membantu syarikat tempatan,” tambahnya. – Bernama
