South Africa calls for ratings transparency at G20 meeting

South Africa calls for ratings transparency at G20 meeting

WASHINGTON/JOHANNESBURG : South African Reserve Bank Governor Lesetja Kganyago stated that developing nations should be able to challenge ratings agencies’ methodologies to ensure greater transparency. He made these remarks at a press conference following the conclusion of the Group of 20 finance chiefs meetings in Washington. Kganyago explained that transparency in ratings could yield better outcomes for developing countries. “If we are able to take their methodology and take the data they are using and see whether we are able to replicate it... we can actually engage them and challenge them based on their methodology and say that your rating is wrong,“ he said. South Africa committed to address the elevated cost of capital for developing economies during its G20 presidency. This commitment included examining the role that rating agencies play in capital costs. However, the proposed commission to examine these concerns remains unestablished. The initiative sought to explore barriers to affordable and predictable capital flows for development. During the fourth meeting under South Africa’s G20 presidency, finance ministers issued a Chair Summary instead of a formal communique. This recurring feature occurs when consensus is not reached in multilateral discussions. The summary highlighted global economic resilience but identified several significant risks. These risks included geopolitical tensions, supply chain disruptions, elevated debt levels, and severe weather events. The statement emphasized the importance of addressing excessive imbalances, particularly for developing economies. “Given the challenges of high public debt and fiscal pressures, members acknowledged the importance of pursuing growth-oriented macroeconomic policies to enhance long-term growth potential,“ the Chair Summary noted. The group also addressed the unequal development of artificial intelligence across developing nations. Discussions advanced on innovation’s transformative potential for global development. The statement underscored the need for reforms at multilateral development banks to expand lending capacity. It also emphasized amplifying developing countries’ influence in decision-making processes. South Africa will hand over the G20 presidency to the United States in November. – Reuters

MOE urged to reinstate caning as a disciplinary measure

MOE urged to reinstate caning as a disciplinary measure

KUALA LUMPUR: The Ministry of Education (MOE) has been urged to consider reinstating caning in schools nationwide as a disciplinary measure for students. Debating on the Supply Bill (Budget) 2026 at the policy stage, Lim Guan Eng (PH-Bagan) said the move should be implemented with proper procedures and guidelines, encompassing not only schools under MOE but also private schools. “Caning has been effective in the past; during those times, we did not hear of cases like those occurring now,“ he said, adding that teachers assigned to administer caning should undergo psychological assessments to ensure students’ safety. The former Finance Minister also advocated for funding to be allocated to schools for the installation of closed-circuit television cameras (CCTV) to enhance safety in schools. Meanwhile, Rodziah Ismail (PH-Ampang) stated in her debate that implementing educational reform is essential for reducing administrative burdens, allowing teachers to focus on their primary role as educators. To address this issue, she recommended that the MOE establish a Teacher Workload and School Safety Task Force to thoroughly examine the current issues, including the development of a unified national digital education system. Such a system would integrate reporting processes and eliminate redundancies among the MOE, State Education Departments, and District Education Offices. “In reality, teachers today not only teach but also have to complete various digital reports, manage student welfare, handle audits, engage with the school community, and participate in numerous programmes and workshops. “As a result, the time available to teach and understand students has been reduced, leading to increased stress among teachers,“ she said. The Dewan Rakyat will reconvene next Wednesday after the Deepavali celebration on Monday. Before adjourning the session, Dewan Rakyat Speaker Tan Sri Johari Abdul extended Deepavali greetings to Members of Parliament, parliamentary staff, and all Malaysians celebrating the festival. - Bernama

Madagascar army colonel to lead transitional government after coup

Madagascar army colonel to lead transitional government after coup

ANTANANARIVO : Madagascar’s new military ruler Colonel Michael Randrianirina announced he will be sworn in as president on Friday following a coup that ousted civilian President Andry Rajoelina. Randrianirina expressed openness to talks with the African Union after the bloc suspended Madagascar’s membership in response to the military takeover. The African Union announced immediate suspension of Madagascar and demanded restoration of civilian-led governance and elections. Randrianirina described the African Union’s decision as expected during a press conference on Thursday. He indicated that behind-the-scenes negotiations would now determine how the situation develops. Suspension by the 55-member African Union carries significant political weight and could isolate Madagascar’s new leadership. United Nations Secretary-General Antonio Guterres condemned the unconstitutional government change in Madagascar. Guterres called for return to constitutional order and rule of law while encouraging Malagasy stakeholders to address instability’s root causes. The military has taken power and dissolved all institutions except the National Assembly according to earlier statements. A military-led committee will rule alongside a transitional government for up to two years before organizing new elections. Randrianirina previously commanded the elite CAPSAT army unit that supported Rajoelina’s 2009 rise to power but recently broke ranks. The colonel urged soldiers not to fire on protesters during recent youth-led demonstrations demanding Rajoelina’s resignation. Madagascar’s approximately 30 million population has an average age under twenty years with widespread poverty affecting three-quarters of citizens. The World Bank reports Madagascar’s GDP per capita dropped 45% between independence in 1960 and 2020. Rajoelina condemned the takeover and refuses to step down despite security force defections and ongoing protests. – Reuters

Kremlin confirms Rubio and Lavrov to prepare Putin-Trump summit

MOSCOW : US Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov will speak in the coming days to prepare a new summit between presidents Donald Trump and Vladimir Putin. Kremlin aide Yuri Ushakov stated that the timing of the summit would depend on how the preparatory work progressed. Ushakov made these remarks during a briefing for reporters on a phone call between Putin and Trump, which he said had taken place at Moscow’s initiative. He confirmed that Trump had proposed Budapest as a summit venue and that Putin had immediately agreed. Ushakov’s readout made clear that Putin had reiterated to Trump his longstanding position on the state of the war in Ukraine. Putin stated that Russian troops had the strategic initiative along the whole front line during their discussion. The two leaders also discussed the possible supply of US Tomahawk cruise missiles to Ukraine, which President Volodymyr Zelenskiy has requested. “Vladimir Putin reiterated his thesis that Tomahawk missiles will not change the situation on the battlefield, but will cause significant damage to relations between our countries, not to mention the prospects for a peaceful resolution,“ Ushakov told reporters. He said Trump told Putin he would take into account what the Russian leader had said on the call when he meets Zelenskiy in Washington on Friday. Ushakov added that Trump had spoken of enormous potential for economic cooperation between the United States and Russia once the war in Ukraine had ended. – Reuters

France and Britain draft UN resolution for Gaza stabilisation force

France and Britain draft UN resolution for Gaza stabilisation force

PARIS/UNITED NATIONS : France and Britain are refining plans for a United Nations Security Council resolution to establish an international stabilisation force for Gaza. The European powers are coordinating closely with the United States on the initiative. France’s Foreign Ministry spokesperson Pascal Confavreux stated that such a force requires a UN mandate to provide a strong legal foundation. He confirmed that discussions with American and British partners are ongoing to propose the resolution in the coming days. The proposed stabilisation force is unlikely to be a formal UN peacekeeping mission funded by the world body. Instead, the Security Council resolution could authorise a mission similar to the international force deployed to combat gangs in Haiti. That resolution explicitly authorises contributing states to take all necessary measures, which includes the use of force. British Prime Minister Keir Starmer told parliament that the terms of reference for the force are still being drawn up. He expressed hope for a Security Council resolution to establish the force while noting that wider details remain unagreed. The United States is reportedly speaking with several nations about potential troop contributions for the Gaza mission. Countries under discussion include Indonesia, the United Arab Emirates, Egypt, Qatar, and Azerbaijan. Indonesia’s President Prabowo Subianto previously offered to deploy 20,000 or more troops to Gaza if a UN resolution is passed. Italy has also publicly stated its willingness to participate in such a force. The planning comes as a shaky US-mediated ceasefire between Israel and Hamas continues to hold. The UN General Assembly last month overwhelmingly endorsed a declaration supporting a temporary international stabilisation mission for Gaza. – Reuters
