JASIN - Kementerian Pertahanan (Mindef) memperkenalkan konsep Pertahanan Menyeluruh (HANRUH) melalui pendekatan Kerjasama Awam-Tentera (CIMIC) pada Program Madani Rakyat (PMR) 2025 Melaka selama tiga hari yang bermula Jumaat.Ketua Setiausaha Kementerian Pertahanan, Datuk Lokman Hakim Ali berkata, konsep itu melibatkan penyertaan bukan sahaja daripada pihak tentera atau agensi keselamatan tetapi juga masyarakat, organisasi dan sektor swasta."Menerusi PMR 2025 Melaka ini kita mahu menyampaikan mesej bahawa keselamatan dan kedaulatan negara ini bukan bergantung kepada agensi keselamatan semata-mata tetapi keseluruhan masyarakat dan komuniti," katanya kepada Bernama di sini pada Jumaat.PMR 2025 Melaka menampilkan pelbagai pengisian menarik merangkumi aktiviti komuniti, pameran agensi dan persembahan pertahanan.Bertemakan ‘Aspirasi Madani, Menjamin Pertahanan dan Kedaulatan Negara’, program yang berlangsung di Politeknik Merlimau, Jasin itu, dianjurkan Unit Penyelarasan Lonjakan Prestasi (Pacu), Pejabat Perdana Menteri dengan kerjasama strategik Mindef dan kerajaan Melaka selaku penganjur bersama.Lokman Hakim berkata, selain pameran aset ketenteraan daripada ketiga-tiga cabang perkhidmatan Angkatan Tentera Malaysia (ATM) iaitu darat, laut dan udara, PMR 2025 Melaka turut menampilkan pelbagai agensi kerajaan yang menyediakan perkhidmatan kepada masyarakat."Kita ada lebih kurang 150 program yang dilaksanakan bagi mendekati rakyat seperti Jualan Rahmah dan Jualan Agro Madani bagi membantu masyarakat mendapatkan bahan keperluan dalam usaha meringankan beban kos sara hidup mereka."Selain itu, terdapat juga diskaun bayaran saman hingga 50 peratus daripada Polis Diraja Malaysia (PDRM) dan Jabatan Pengangkutan Jalan (JPJ) serta penukaran 3,500 unit topi keledar secara percuma," katanya.Beliau berkata, karnival kerjaya turut dilaksanakan oleh beberapa agensi kerajaan bagi memberi peluang kepada lepasan universiti mendapatkan pekerjaan dalam bidang pilihan masing-masing."ATM juga berkongsi perkhidmatan profesional yang terdapat dalam agensi itu seperti doktor perubatan dan pergigian, jurutera, juruterbang dan cef kerana mahu menggalakkan penyertaan belia," katanya.Dalam pada itu, Lokman Hakim berkata, selain perkhidmatan kepada masyarakat, Mindef sebagai tuan rumah PMR 2025 Melaka turut mengadakan lima program tanggungjawab sosial korporat (CSR) bersama masyarakat dan komuniti terpilih.Beliau berkata, secara keseluruhan, kementerian itu menerima tambahan peruntukan sebanyak RM20 juta pada tahun ini berbanding RM10 juta pada tahun lepas bagi melaksanakan program CSR di seluruh negara."Mindef juga menerima tambahan RM600 juta pada Belanjawan 2026 yang diumumkan Perdana Menteri, Datuk Seri Anwar Ibrahim baru-baru ini sekali gus mencerminkan keyakinan kerajaan terhadap kementerian ini untuk terus mempertahankan kedaulatan negara," katanya.PMR Melaka 2025 berlangsung dari 9 pagi hingga 11 malam pada Jumaat dan Sabtu manakala pada Ahad dari 9 pagi hingga 6 petang bagi memberi ruang kepada pelbagai kementerian dan agensi mempamerkan inisiatif serta perkhidmatan digital mereka selain berinteraksi secara langsung dengan rakyat. - Bernama
HAMAS said on Friday it would transfer the body of another hostage to the Red Cross, with Israel confirming the handover would occur just after midnight on Saturday amid a dispute over delays in the return of remains under their ceasefire deal. Israel says it has received nine of 28 bodies held in Gaza, and Hamas, citing technical problems, said it needed heavy machinery and excavating equipment to speed up the process of locating bodies buried under rubble. Israel, insisting Hamas knows the whereabouts of the hostages’ bodies, had said the group was running out of time. Hamas has said it remains committed to the ceasefire agreement and to handing over the bodies of all remaining hostages. In a statement on Friday, Hamas’ armed wing said a new body had been recovered and would be released at 2300 local time. An Israeli security source said the handover to the Red Cross was scheduled for 0030 in Israel (2130 GMT). The issue has cast a shadow over the ceasefire agreement — the first phase of U.S. President Donald Trump’s 20-point plan to end the war. At a news conference in Ankara, Turkish Foreign Minister Hakan Fidan said Israel’s statements were worrying. “Will Israel use Hamas’ incapability to locate bodies left under rubble ... as an excuse and break the ceasefire? There is concern in the international community over this,“ he said. Earlier on Friday, Hamas called on mediators to push for the next steps under the ceasefire, including reopening the border, letting in aid, beginning reconstruction, setting up an administration and completing Israel’s withdrawal. Fighting has largely stopped in Gaza under Trump’s plan, endorsed by mediators Egypt, Qatar and Turkey. The 20 living hostages taken with others in an October 7, 2023, Hamas assault on Israel, were returned from Gaza earlier this week. Israel said on Thursday it was preparing for the reopening of Gaza’s Rafah crossing with Egypt to allow Palestinians to move in and out, but gave no date as it traded blame with Hamas over violations of the ceasefire. WASHINGTON : White House budget director Russell Vought said on Friday that the Trump administration will freeze another $11 billion worth of infrastructure projects in Democratic states due to the ongoing government shutdown. Vought said on social media the U.S. Army Corps of Engineers will pause work on “low priority” projects in cities such as New York, San Francisco, Boston and Baltimore. He said the projects could eventually be canceled. The White House Office of Management and Budget said President Donald Trump “wants to reorient how the federal government prioritizes Army Corps projects.” The Trump administration has already frozen at least $28 billion for transportation and energy projects in Democratic-controlled cities and states, as the president pressures his opponents in Congress to end the shutdown, which began October 1. Trump has also vowed to cut “Democrat Agencies” and sought to eliminate 4,100 federal jobs as he looks to inflict pain on his political opposition. The Army Corps projects include a waterfront park in San Francisco, bridge expansions in Cape Cod, Massachusetts, and water and wastewater systems in New York City, OMB said. New York projects account for $7 billion of the total. Other affected projects are in Illinois, Maryland, Oregon, New Mexico, New Hampshire, Massachusetts, New Jersey, Rhode Island and Delaware, OMB said. All of these states voted against Trump in the 2024 presidential election. OMB said many of the projects sit in “sanctuary jurisdictions” that have resisted the Trump administration’s immigration crackdown. WASHINGTON : Top finance officials from around the world have underscored their willingness to help rebuild the Palestinian enclave of Gaza this week. The World Bank and United Nations are working to finalise a new cost estimate of $70 billion for the reconstruction effort. Members of the ministerial-level Development Committee that advises the World Bank and International Monetary Fund discussed the challenges involved during a Thursday meeting. World Trade Organization Director-General Ngozi Okonjo-Iweala expressed appreciation for the ceasefire and the halt in killing. “We hope that it will just lead to the next phase and that that will happen peacefully,” she said. A United States-brokered ceasefire between Israel and Hamas militants has halted two years of devastating war. United Nations officials report that aid convoys are struggling to reach famine-hit areas of north Gaza due to war-damaged roads and the closure of key routes. The United Nations World Food Program stated that 560 metric tons of food has entered the Gaza Strip per day on average since the ceasefire deal. This amount remains well below the scale of need according to the organisation. Okonjo-Iweala confirmed the Development Committee discussed Gaza reconstruction and what form that might take. World Bank officials expressed willingness to work with people in the region and others on the reconstruction effort. “We want to help. So we just hope that this means a way forward and normalization of life ... so that people get back to their normal lives,” she said. She acknowledged that the recovery process “will take a long time.” Haoliang Xu, acting administrator of the United Nations Development Program, told Reuters that conditions for reconstruction were not yet in place. He said plans were taking shape for a reconstruction conference, but the timing was not yet set. “The problem is where do you start?” Xu said, citing the latest United Nations estimates that over 61 million tonnes of rubble had to be removed from the area. “We are capable, we can do it, but the conditions have to be right. We need the hostages released, the bodies released,” he said. Shelter was another huge need he identified, noting that winter was coming. The World Bank, United Nations and European Union had estimated in February that it would cost more than $50 billion to rebuild Gaza. These organisations are now finalising a new interim estimate of $70 billion. Israel’s campaign in Gaza was launched in response to the Hamas-led attack on October 7, 2023, in which 1,200 people were killed and more than 250 were taken hostage according to Israeli tallies. WASHINGTON : The US Supreme Court announced it will hear arguments on December 8 concerning the legality of President Donald Trump’s firing of a Democratic member of the Federal Trade Commission. This major case tests the scope of presidential power over government agencies designed by Congress to be independent. The court took up the case in September while also allowing Trump to terminate Rebecca Slaughter, who had sued to challenge his action. It lifted a judge’s order that had shielded Slaughter from being dismissed from the consumer protection and antitrust agency before her term expires in 2029. The stakes are high as the case could lead to justices overruling a 90-year-old precedent upholding job protections for heads of certain federal agencies. The court’s three liberal justices dissented from the order letting Trump remove Slaughter while the case proceeds. Federal law permits a president to remove FTC commissioners only for cause, such as inefficiency or neglect of duty, but not for policy differences. Similar protections cover officials at other independent agencies including the National Labor Relations Board and Merit Systems Protection Board.
