PUTRAJAYA : A total of 8.8 million Sumbangan Tunai Rahmah (STR) recipients will receive their Phase 4 payments for 2025 starting tomorrow, October 18. The Ministry of Finance announced this early distribution ahead of the Deepavali celebration, moving it forward from the original mid-November schedule. An allocation of RM2 billion has been set aside for this phase, with payment rates reaching up to RM700 depending on recipient categories. This payment includes 200,000 new applicants who have been approved for STR Phase 4, with their disbursements beginning on November 13. The number of Phase 4 recipients has increased by 500,000 individuals and households compared to Phase 1 in January 2025. This growth follows the MADANI Government’s decision to allow new applications and appeals throughout the entire year. The government will maintain open registration for STR and Sumbangan Asas Rahmah (SARA) 2026 continuously to ensure more Malaysians can access assistance programmes. Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim reaffirmed the government’s commitment to distributing national revenue benefits across all societal levels. He expressed hope that the STR 2025 Phase 4 distribution would provide financial relief ahead of Deepavali celebrations. During the Fourth MADANI Budget announcement on October 10, Anwar revealed that STR and SARA allocations would reach RM15 billion in 2026. Existing recipients will have their data automatically integrated into government databases for STR and SARA 2026 eligibility reviews. This automated approach helps minimise exclusion risks while ensuring assistance reaches intended target groups. STR applicants can consult the Frequently Asked Questions section on the official portal at https://bantuantunai.hasil.gov.my for additional information. KOTA KINABALU - Mahkamah Tinggi Kota Kinabalu pada Jumaat memutuskan bahawa Kerajaan Persekutuan bertindak secara tidak sah dan melampaui kuasa perlembagaan apabila gagal menunaikan hak Sabah terhadap 40 peratus hasil Persekutuan selama hampir lima dekad.Keputusan itu disampaikan oleh Hakim Datuk Celestina Stuel Galid yang menyifatkan pemberian khas yang dibuat antara kerajaan Persekutuan dan kerajaan negeri Sabah sebagai 'tidak sah, ultra vires dan tidak rasional,' serta melanggar Perlembagaan Persekutuan."Adalah tidak sah bagi pihak Persekutuan untuk membuat pemberian khas sebagaimana yang dimaksudkan di bawah Jadual Kesepuluh," katanya ketika menyampaikan keputusan itu di Mahkamah Tinggi di sini.Dalam penghakiman itu, mahkamah mendapati Perintah Semakan Kedua dan Ketiga (2nd dan 3rd Review Order) yang dikeluarkan oleh kedua-dua kerajaan adalah tidak sah dan seterusnya membenarkan permohonan sepenuhnya oleh Persatuan Undang-Undang Sabah (SLS).Mahkamah turut mengeluarkan perintah mandamus yang mengarahkan Kerajaan Persekutuan mengadakan semakan semula hasil bersama Kerajaan Negeri Sabah di bawah Perkara 112D Perlembagaan Persekutuan bagi menegakkan semula hak 40 peratus hasil Sabah bagi setiap tahun kewangan dari 1974 hingga 2021.Perintah itu menetapkan supaya semakan dibuat dalam tempoh 90 hari, manakala persetujuan bersama antara kedua-dua kerajaan perlu dicapai dalam tempoh 180 hari dari tarikh perintah dikeluarkan.Selain itu, mahkamah turut mengeluarkan perintah certiorari untuk membatalkan bahagian tertentu dalam tiga warta kerajaan yang berkaitan.Kes tersebut dimulakan oleh SLS pada Jun 2022, apabila badan itu memfailkan permohonan semakan kehakiman bagi mencabar kegagalan kerajaan Persekutuan menegakkan hak hasil Sabah seperti termaktub dalam Perlembagaan Persekutuan.

LAS CUEVAS : Relatives of a Trinidadian man they believe was killed in a United States military strike on a boat in the Caribbean are demanding evidence to support allegations by President Donald Trump that those who died were trafficking drugs. Trump has ordered a significant United States military buildup in the southern Caribbean where troops have conducted at least six strikes on boats allegedly involved in drug trafficking without providing evidence. At least 27 people have been killed in these operations with some described as Venezuelans and others suggested to be from Colombia. Family members of 26-year-old Chad Joseph believe he was killed in a Tuesday strike along with another Trinidadian man named in media reports as Rishi Samaroo. Joseph’s cousin Afisha Clement expressed deep hurt stating Trump took a father and brother from families while questioning the lack of narcotics evidence. She demanded concrete proof that the boat was carrying drugs insisting there is currently nothing to support the administration’s claims. Joseph’s great-uncle Cecil McClean characterized the strike as a perfect murder challenging Trump to prove the boat was transporting narcotics. Family members described Joseph as a fisherman who had traveled to Venezuela six months earlier to find work where he had relatives. Joseph’s mother Lenore Burnley revealed she has not been contacted by Trinidad and Tobago’s government and learned about her son’s death through social media posts. She expressed putting everything in God’s hands for satisfaction when asked what message she would send to Trump. The Trump administration has provided minimal information about the strikes including identities of those killed or details about boat cargos. A United States official indicated a Thursday strike appeared to be the first to leave survivors among the operations. Legal experts have questioned why the military rather than the Coast Guard is conducting these strikes and why deadly force is used before other interdiction methods. Democrats have stated the administration failed to provide Congress with credible justification or intelligence for its actions. The Trump administration argues it is fighting Venezuelan narcoterrorists making the strikes legitimate under this justification. Trump confirmed he authorized Central Intelligence Agency covert operations in Venezuela escalating United States pressure on Maduro. The United States accuses Maduro of links to drug trafficking and criminal groups which he consistently denies. GEORGE TOWN: Penang police are targeting over 3,000 cyclists to participate in the Royal Malaysia Police Penang International 2nd Bridge Solidarity Fun Ride on January 3 next year. Penang police chief Datuk Azizee Ismail said the cycling event on the Sultan Abdul Halim Mu’adzam Shah Bridge is expected to attract local and foreign participants. He described the sixth edition as the most iconic night cycling event in Malaysia offering an unforgettable experience. This programme also aims to enhance police-community collaboration through cycling and the crime prevention campaign. About 1,000 riders have registered so far for the event. The 52-kilometre ride will start from the Queensbay Mall shopping centre in Bayan Baru at 9.30 pm. Participants will cycle to the bridge before returning to the finishing line at the mall. The registration closing date is November 15 for those keen on taking part. Interested individuals can register at the official Gosportz website for the event. Every participant will receive an official event jersey and a goodie bag. They will also get a finisher’s T-shirt, a hand towel, a wristband and a finisher’s medal.
