Roma Capitale, dal Cdm via libera al ddl costituzionale per la riforma

ROMA (ITALPRESS) – Il Consiglio dei Ministri ha approvato il ddl costituzionale per Roma Capitale. “La Capitale d'Italia è Roma. E Roma non è una città come le altre. E' la Città Eterna, è la Capitale del cristianesimo e del Mediterraneo. Ma è anche il Comune più popoloso e più esteso della Nazione, custodisce la maggiore concentrazione di beni storici e culturali al mondo, ospita il Vaticano, gli Organi costituzionali, numerose Organizzazioni internazionali e le rappresentanze diplomatiche. Eppure, a fronte di tutto questo, del ruolo che Roma ha, delle funzioni che svolge e del peso che sostiene per adempiere a quel ruolo e a quelle funzioni, la città è governata – di fatto – con gli stessi poteri di un Comune da poche migliaia di abitanti”, afferma il premier Giorgia Meloni in un video sui social. “Ed è impietoso il paragone con le altre Capitali europee e mondiali, che godono di status particolari e sono delegate ad esercitare poteri specifici – aggiunge -. E' un tema di cui si discute da svariati decenni, ma che nessuno, prima di noi, aveva avuto il coraggio e la determinazione di affrontare concretamente – prosegue -. Oggi il Governo ha approvato una riforma costituzionale che inserisce Roma Capitale tra gli Enti costitutivi della Repubblica e attribuisce a Roma Capitale poteri legislativi su materie che toccano la vita quotidiana dei romani, come l'urbanistica, il trasporto pubblico locale, il commercio, il turismo, la valorizzazione dei beni culturali e ambientali. La riforma prevede anche che, con una successiva legge, sia stabilito il nuovo ruolo che dovranno avere i Municipi nell'assetto futuro della città”. “Grazie a questa riforma, frutto di un lavoro condiviso con la Regione Lazio e il Campidoglio, potremo finalmente restituire a Roma il valore che merita e che la storia le riconosce. E' un impegno che abbiamo fissato nel programma di governo e che abbiamo mantenuto, un altro impegno mantenuto, perchè tutte le Nazioni serie e degne di questo nome si rendono conto di quanto siano importanti la credibilità, il prestigio, l'autorevolezza della propria Capitale. E noi non vogliamo più essere da meno, perché investire su Roma significa investire sul futuro della Nazione”, conclude Meloni. Marco Penna, capo del Dipartimento Lega Autonomia Roma Capitale e membro del tavolo interministeriale che ha lavorato alla stesura del testo, esprime grande soddisfazione per il risultato raggiunto. “Quando Roma otterrà una reale autonomia, al pari delle altre capitali europee – afferma Penna – anche l'Europa potrà compiere un salto di qualità. La Città Eterna non è soltanto un luogo fisico, ma un'idea: l'idea di una civiltà millenaria che può diventare il fondamento su cui costruire una solida identità europea e rilanciare ogni progetto autenticamente europeista”. Il disegno di legge mira a riconoscere a Roma una piena e concreta dimensione di Capitale, dotandola di funzioni e competenze speciali. Tra i punti centrali del provvedimento vi è anche il decentramento amministrativo in favore dei municipi, con l'obiettivo di responsabilizzare maggiormente gli amministratori locali e migliorare l'efficienza della gestione pubblica. “Questo provvedimento – conclude Penna – rappresenta un punto di svolta non solo per Roma, ma per tutto il Paese. È il primo passo verso il riconoscimento di Roma come Capitale della Cultura Europea e come centro propulsore di una nuova stagione per l'Europa”. “L'approvazione in Consiglio dei ministri di un disegno di legge costituzionale su Roma Capitale è un'ottima notizia, una soluzione che Forza Italia ha auspicato per dare ancora più forza all'approvazione di una riforma sulla quale siamo stati i primi a credere e a lavorare con forza nel corso di questa legislatura, avviandone l'esame in commissione alla Camera con la presentazione di una nostra proposta della quale ho l'onore di essere primo firmatario e relatore – dichiara Paolo Barelli, presidente del gruppo parlamentare di Forza Italia alla Camera -. Il testo del governo riprende pienamente lo spirito della nostra proposta di legge, con poteri legislativi attribuiti immediatamente a Roma Capitale, con la previsione di un regime peculiare di autonomia amministrativa e finanziaria e con il principio del decentramento amministrativo. Ci sono ora, finalmente, tutte le condizioni necessarie per procedere spediti nell'attuazione di un obiettivo indispensabile atteso da troppo tempo. Around 70 Spanish pilgrims found themselves locked inside a Rome train station on Tuesday night after arriving in the Italian capital for the Vatican's Jubilee of Youth. The incident occurred when the youth group arrived at the Ottavia train station shortly after midnight, state broadcaster RAI News reports. Once they disembarked from the train, the young pilgrims discovered the station gates closed and found themselves trapped inside. After the pilgrims raised the alarm by calling emergency services, Carabinieri police arrived at the scene and contacted the station's private security service. The gates were finally opened at around 01.30, according to RAI News, allowing the pilgrim group to exit the station and reach their accommodation. A similar incident occurred in Rome in 2022 when European Mobility Week got off to a bad start after dozens of commuters were locked into a subway station for about 40 minutes during a public transport strike. The Jubilee of Youth, the largest event of the Vatican's ongoing Jubilee Year, is expected to attract around half a million pilgrims to Rome this week, with major events being held at St Peter's, the Circus Maximus and Tor Vergata. "Il Governo ha dato segnali incoraggianti, ma il bilancio della legislatura dipenderà dall'approvazione del Ddl sul consenso informato, che auspichiamo proceda rapidamente e sia rafforzato con emendamenti fondamentali, - dichiara Jacopo Coghe, portavoce di Pro Vita & Famiglia - È essenziale estendere l'obbligo del consenso informato dei genitori anche ai progetti sull'affettività, oltre a quelli sulla sessualità. La maggior parte delle attività ideologiche, infatti, si insinua nelle scuole sotto questa etichetta e non quella dell'educazione sessuale. Apprezziamo che l'interrogazione parlamentare al ministro Valditara abbia fatto esplicito riferimento al sondaggio nazionale commissionato da Pro Vita & Famiglia a Noto Sondaggi nell'ambito della campagna 'Mio Figlio No - Scuole Libere dal Gender', che abbiamo illustrato nella recente audizione presso la VII Commissione della Camera per evidenziare come l'83% degli italiani chieda un'informazione preventiva sui progetti scolastici relativi a sessualità e affettività e il 76% ritenga che l'educazione su tali temi spetti principalmente alle famiglie e non alla scuola", conclude Coghe. Pro Vita & Famiglia continuerà a vigilare affinché il Ddl sul consenso informato diventi uno strumento realmente efficace per tutelare la libertà educativa e proteggere gli studenti da contaminazioni ideologiche, che continuano a verificarsi nelle scuole anche a causa di iniziative totalmente illegali e pericolose per la salute mentale dei minori come l'adozione della cosiddetta 'Carriera Alias'.

The “ The Virgin Everywhere ” project, which seeks to bring images of Our Lady of Guadalupe to every corner of the world, has completed its latest challenge: covering the entire perimeter of Mexico. The accomplishment was announced this month by Alejandro Olivares on TikTok . “Everything ends where it begins. We are in Ciudad Juárez, Chihuahua state, at St. Lawrence Church. We just finished Mass. We are giving thanks because we started here to place images of the Virgin on the border, and today we finished.” “There are already images from Tijuana to Matamoros [west to east on the northern border],” he said. “We traveled many kilometers to place the Virgin everywhere, and today we finished. But we didn’t just finish the border, we finished the entire perimeter of this great country.” “The Virgin Everywhere” began during the COVID-19 pandemic in 2020 in Monterrey, Nuevo León state on the border with the U.S. as a joint initiative between Olivares and a friend, Juan García Gaeta.
